The material shown here offers a unique view into the day-to-day management of the electoral component of the UNAMET. Memos and letters illustrate the interaction with other participants in the referendum, such as civil society, electoral observers, and security forces. Manuals and forms set procedures more operative in nature than the regulations provided in the legal, political, and security legal framework agreed upon in May 1999.

UNAMET’s tasks before the election included voter education, voter registration, and electoral management. Voter education implies informing them of the stakes of the election and instructing them on how to vote. Voter registration refers to the elaboration of lists of people with the right to vote. Electoral management involves logistic activities, such as rules for documenting operations, tabulation, and rules for volunteers.
