IOM-Out Entity Voting

The International Organization for Migration (IOM) wrote a report (Part I, Part II) focusing on the voting in the consultation of East Timorese living out of the country. In 2003, the IOM prepared a document titled Case Studies on the Participation of Conflict Forced Migrants in Elections, looking at electoral processes in several conflictive areas. It includes a section on East Timor.
